雅思写作--教育费用是否该由政府承担？

Communities across the globe, in common, prioritize the education, as the younger generation stands for the hope of any country, hence, there is no excuse for children to lose at the starting line due to unaffordability for education.

It embodies the fairness and equality that no one would be deprived of the right for education no matter what family or financial background people have. Many youngsters born from a family without silver spoon in mouth own the potential to become talents making great contributions to the technological development/advancement, which is beneficial to the civilization. But the reality tells a cruel truth that numerous kids or teenagers abandon/drop off from schools due to poverty; instead, they have to access the society for jobs at their early ages. It is a pity because they miss the chance for realizing dreams.

It also effectively avoids education quality gap from one school to another due to the tuition fees charged by each school. Theoretically, the teaching quality in different schools varies depending on reputation, teachers and even the facilities equipped in campus.  Because some particular schools charge higher than their counterparts, they are able to hire good teachers. In contrast, the others become less competitive especially in the rural areas. Suppose/provided the government is responsible for the education expenses, it could ensure the education fairness reducing the gap.

Without government supports, the primary education in different regions cannot be guaranteed in the light of many factors such as budgets, teaching staff and the attitudes by managements. For example, the schools in rural areas of southwest China is unable to ensure students’ safety because of their tight budgets on school bus. In 2011, many accidents occurred which resulted in large casualty of children on the way to school, when the humble school bus crashed on trucks. 16 kids died and raised the public introspection about education investment by government, otherwise, it may produce another tragedy.

In nutshell, government shoulders the responsibility for enlightening kids to think big and higher, facilitating them to realize the dreams. Primary education, as a major power for each individual to get rid of illiteracy and change one’s destiny, shall be guaranteed to be freely accessed by children.

本题属于主流考试范畴，考察频繁，题目变化也比较多样，出题官可能将限定条件从education supported by government变成free education，甚至partially supported by government。第一个题目调整属于同义词替换，无须担心，但第二个加入partially就需要考生警觉。
